ABOUT THE CONVENING:

We are excited to invite you to our Regional Convening, on March 12. We’ll be in San Diego this year, and similar to our annual conference, we will bring together professionals from across the workforce ecosystem to share best practices and details about upcoming opportunities. CAEL events are designed to foster collaboration and strengthen partnerships across workforce, education, and employment sectors. This Regional Convening offers a unique platform for thought leaders and diverse stakeholders to connect, share insights, and work together to advance economic opportunity through the workforce ecosystem.

PRE-CONFERENCE: CAEL Military Community of Practice: Military-Ready Ecosystems
March 11th, 1-5pm (Registration deadline is March 4)

We are proud to host an in-person meeting of our Military Community of Practice as part of this year’s Regional Convening. The vision of this community is to build a national network of informed educators, employers, and mission-aligned organizations dedicated to ensuring military-connected individuals can seamlessly transition from military service to education and into thriving careers. By leveraging their skills, experiences, and experiential learning, we aim to drive equitable economic mobility and community prosperity.
 
This half-day event will bring together organizations that support veterans and their families, including representatives from higher education, chambers of commerce, community-based organizations, and workforce development. Participants will have the opportunity to engage in meaningful discussions, learn about best practices, and identify key pain points among the various stakeholders supporting veterans. The event will also feature a review of findings from the Community of Practice needs assessment, shedding light on current challenges and areas for growth.
 
 Ample time will be provided for networking, fostering connections, and exploring collaborative opportunities that advance support for veterans and their families.
 
 OBJECTIVES:
  • Analyze findings from the Community of Practice needs assessment to address current challenges and identify actionable solutions.
  • Share best practices and innovative approaches for transitioning veterans from military service to education and sustainable careers.
  • Highlight opportunities for pilots, prototypes, and partnerships that enhance veteran support systems.
  • Provide dedicated time for networking and building relationships across higher education, workforce, and community-based organizations who are focused on the military-connected population

CAEL's Annual Regional Convening gathers experts to address the challenge of building an inclusive workforce for the rapidly-developing knowledge economy. 

CAEL believes that collaboration is the key to unlocking these opportunities. This convening brings together institutions of higher education, workforce organizations, chambers of commerce, and employers to foster cross-sector learning and innovation. Attendees will benefit from ample networking opportunities designed to help make meaningful connections and build partnerships that drive progress.

Join us to gain valuable insights, share strategies, and contribute to shaping the future of workforce development and education.

  • Examine the impact of emerging technologies on workforce development and strategies for upskilling and reskilling to meet evolving demands.
  • Explore innovative models of work-based learning, including apprenticeships, internships, and co-op programs, and their effectiveness in bridging skill gaps.
  • Highlight new frameworks for short-term credentialing and micro-credentials that align with employer needs and support career advancement for adult learners.

  • Discuss the role of public policy and public-private partnerships in creating scalable solutions for workforce challenges and driving regional economic growth.
  • Unpack best practices in credit for prior learning (CPL) and learn how CPL is supporting non-traditional enrollment strategy.
  • Identify successful approaches to fostering collaboration between higher education, employers, and workforce organizations to drive innovation.
  • Provide dedicated opportunities for networking, collaboration, and celebrating successes across sectors.

Laura Ullrich is a regional economist and senior manager at the Charlotte branch of the Federal Reserve Bank of Richmond. In the latter role, she oversees the team in the Regional and Community Analysis unit that produces the Richmond Fed Survey of Community College Outcomes.

Aligning the incentives of community colleges, students and employers is imperative to maximize credential attainment and workforce outcomes. The Federal Reserve Bank of Richmond aims to improve employment outcome and to better align incentives with their Survey of Community College Outcomes. Results from this year’s survey highlight the variety of ways colleges are serving their students and the local workforce, and highlights the role non-credit programs play in the higher education ecosystem.

A nationally recognized teacher, scholar, and academic leader, McKinney has extensive experience in strategic enrollment management, student success, community and civic engagement, strategic planning, curriculum development and assessment, alumni relations, and fundraising. In all of his leadership positions, he has prioritized the public purpose of higher education by building strong relationships between educators, elected officials, business leaders, and employers.

Preparing to Be AI Enabled: Navigating Technology and Generative AI within the Workforce Ecosystem

This one-hour session is crafted to provide employers and educators with a comprehensive understanding of how Artificial Intelligence (AI), particularly Generative AI (GAI), is both disrupting and supporting the Workforce Ecosystem. Participants will explore the dual roles of technology in transforming workplaces and educational environments and gain actionable strategies to become AI-enabled organizations and institutions.

Rawls' innovative work with the Workforce Integration Network (WIN) has drawn attention to California State University-Dominguez Hills, leading to frequent invitations for her to speak to fellow educators at conferences across the globe. Her proudest contribution to the campus is her involvement with the Open Skills Network Open Recognition Workgroup, which focuses on identifying the skills and strengths of first-generation and exploring students.

Prior to joining APHSA, Brandy worked at the Council of State Governments as a Policy Analyst managing the Medicaid Policy Academy, serving as a staff liaison for the Healthy States National Task Force and Future of Work National Task Force, and first chairing the Shared State Legislation Committee.

It Takes a Village: Exploring Institutional and Statewide Roles in PLA Implementation

Successfully implementing Prior Learning Assessment (PLA) or Credit for Prior Learning (CPL) requires a coordinated, institution-wide and statewide effort to ensure a seamless and effective process for students. Academic departments must evaluate and validate prior learning credits to align with curriculum standards, while administrative teams develop clear policies that comply with accreditation and state regulations. Student services and advising play a crucial role in guiding students through the PLA/CPL process, and articulation offices ensure accurate documentation and credit transferability. Sustaining a rigorous, fair, and transparent system also requires ongoing communication, training, and collaboration. This session will explore strategies for fostering shared ownership and enhancing coordination across all stakeholders to support successful PLA/CPL implementation.

Rose Rojas, director, center for curriculum and transfer articulation at the Maricopa community colleges (Arizona)

Rose Rojas has established Maricopa as a national leader in student transfer by creating a university partnership model adapted by community college systems across the country. Rose has demonstrated strengths in the coordination, planning and management of academic and student affairs, curriculum development, transfer operations, and prior learning assessment. She is a recognized leader with a record of achievement in program management, partnership cultivation and long-term strategic plans for organizational growth and success. In previous roles, Rose worked in faculty support, marketing, and financial aid. Rose is a community college graduate, and holds a B.A. in psychology from Arizona state university and an M.A. in education leadership from northern Arizona University.
